Kenya's President Mwai Kibaki has directed the Ministry of Information and Communication to ensure that all PrePay subscribers are registered on a central database by the end of next January. Citing the usual reasons of preventing crime, the plan was announced at a gala dinner to commemorate the Communications Commission of Kenya (CCK) 10th anniversary
"To guard against these tendencies, I am directing the Ministry of Information and Communication to put in place within six months from now, an elaborate databank that will ensure all mobile telephone subscribers are registered," he wrote in a speech read by Vice President Kalonzo Musyoka.
The police have in the past raised concerns on the lack of control in the activation and subsequent use of mobile phones in Kenya.
Although an increasing number of countries are requiring registration of PrePay subscribers, a recent Australian report suggested that the costs of compliance are higher than the improvements offered to the police.
